Phoebe knows that her name means "bright and shining." As a result, Phoebe doesn't feel the need to grab attention, to steal the limelight from her siblings. She knows she's a shining star. She knows she's special. She's a quiet girl, docile and sweet, but grab a toy and Phoebe will spring into action. Calm and mature most of the time, Phoebe can let her hair down when the mood strikes. Bright and shining indeed.
